Legislation introduced in the United States to ban animal testing of cosmetics
Cruelty-Free certification program urges immediate passage

The Coalition for Consumer Information on Cosmetics (CCIC), which manages the cruelty-free certification Leaping Bunny Program, urges the United States Congress to pass the Humane Cosmetics Act (H.R. 4148), legislation banning the use of animals to test cosmetic products and ingredients. Introduced by Representative Jim Moran (D-VA), H.R. 4148 will also prohibit the sale of cosmetics that have been tested on animals.

“We are thrilled that Congressman Moran has taken up this important issue,” said CCIC Chair Sue Leary. “It is time for the United States to join other countries that have been saying ‘no’ to the needless testing of cosmetic products on animals.”

Cosmetic companies have used animal tests to assess safety of cosmetic products since the 1940s. Fortunately, non-animal alternatives are being rapidly developed to replace these cruel testing techniques. This progress was accelerated a decade ago with the passage of a European Union (EU) law that phased out the use of animals for testing cosmetic products and ingredients. Last year, a EU ban on selling cosmetic products with ingredients tested on animals went into effect. Israel and India followed suit in 2007 and 2013, respectively. Even China has recently announced plans to phase out mandatory animal testing for some cosmetic products. The United States has lagged behind on eliminating this unnecessary cruelty.

Cosmetic and household product companies certified through the Leaping Bunny Program make a voluntary pledge to clear animal testing from all stages of product development. The companies’ ingredient suppliers make the same pledge and the result is a product guaranteed to be 100 percent free of new animal testing. All Leaping Bunny companies must be open to independent audits, and commitments are renewed on an annual basis. To date, the Leaping Bunny Program has certified over 540 companies as cruelty-free.
